A Business Meeting of the Johnstown Common Council was held on February 21, 2012 at 7:00p.m., in the Council Chambers, City Hall.

Mayor Slingerland called the meeting to order and led in reciting the Pledge of Allegiance.

ROLL CALL – four council members present, one absent.

APPROVE MINUTES – the minutes of the February 7, 2012 Committee Meeting were approved with a motion from Council Member Martin and seconded by Council Member Foss.  Motion carried.

CLAIMS AND ACCOUNTS – Council Member Cole made a motion to pay the bills and place on file in the City Treasurer’s Office.  Seconded by Council Member-at-Large Marcucci.  Motion carried.

LIAISON’S REPORTS

LIBRARY – Council Member Foss reported the next book discussion will be held on March 16th at 10:30a.m.  So far, the library has received 32 baskets for the raffle at the Story Book Sundae which will be held on March 18th at F.M.C.C.  The library staff has been working with Knox Junior High School students on research for social studies class.  Friends of the Library are purchasing three new computers for the library. 

DPW – Council Member Foss reported staff has been doing indoor maintenance in city buildings.  Manhole and catch basin repairs are ongoing and a new catch basin on Pleasant Ave. was installed.  The department worked on a sanitary sewer spill yesterday.   

JOHNSTOWN AREA COMMUNITY CENTER – Council Member Foss reported that in the past year the center has been the home of 163 events; 59 of those were at no charge.  Approximately 9,000 people were in the building last year.  Their income during the past year was $10,000.  They are busy putting some of that money back into the building with remodeling, insulating and painting.  The concrete floors will be refinished. 

SEWER BOARD – Council Member Martin reported that at the last meeting the annual report was presented.  The plant is doing well and has made many improvements.  The plant is now 100% self sustaining and off the grid.  FAGE is their largest user. 

ASSESSOR – Council Member-at-Large Marcucci reminded residents that all exemptions must be filed by March 1st

FIRE DEPT. – Chief Heberer reported training was completed in CPR.  They received 58 calls for service, 3 structure fires, 2 vehicle fires, 4 motor vehicle accidents, 8 hazardous condition calls, 3 medical assistance, 6 malicious false alarms and 3 CO incidents.  The Code’s Office issued 19 building permits with an estimated construction cost of $207,182.  Fees collected were $1,021.50.  Inspections and complaints totaled 385.  Chief Heberer reminded residents to get permits before beginning work.   

POLICE DEPT. – Lt. Gilbo reported the department received 744 calls in the month of January, 16 arrests and 4 juvenile arrests, 94 criminal cases, 97 parking tickets issued, 41 traffic tickets, 30 accidents were investigated and 2 K9 calls were handled.  They are working on their accreditation for re-certification.  The all night parking ban is still in affect.  If they decide to lift it early the media will be notified. 

RESOLUTIONS 

RESOLUTION No. 12, 2012 was presented by Council Member Cole to execute a Right of Entry and Inspection Agreement with CG Roxane, LLC to develop a spring water bottling plant.  Seconded by Council Member Foss.

Discussion: Water Board President Nicholas Cannizzo said CG Roxane will drill three test wells and if they find enough water they will sign a lease agreement to drill bigger wells for piping to their plant.  The City can terminate the agreement at any time.

 RESOLUTION No. 13, 2012 was presented by Council Member Foss to advertise that the city is accepting bids for the N. Perry St. Bridge Project.  Seconded by Council Member Cole.

RESOLUTION No. 14, 2012 was presented by Council Member-at-Large Marcucci to advertise that the city is accepting bids for the Madison Avenue Sanitary Sewer Pipe Bridge.  Seconded by Council Member Martin.

RESOLUTION No. 15, 2012 was presented by Council Member Cole for an agreement with Aecom Technical Services Northeast, Inc. to perform professional services for the N. Perry St. Bridge Project.  Seconded by Council Member Foss.

RESOLUTION No. 16, 2012 was presented by Council Member-at-Large Marcucci to appoint Elizabeth Blodgett and Rachel Brown, Commissioner of Deeds.  Seconded by Council Member Cole.

RESOLUTION No. 17, 2012 was presented by Council Member Foss to declare the City lead agency in the SEQR for the North Perry Street Bridge Project.  Seconded by Council Member Martin.

RESOLUTION No. 18, 2012 was presented by Council Member Martin to authorize a bond for the reconstruction of the North Perry Street Bridge.  Seconded by Council Member Foss.
