A Business Meeting of the Johnstown Common Council was held on March 15, 2010 at 7:00p.m., in the Council Chambers, City Hall.

Mayor Slingerland called the meeting to order and led in reciting the Pledge of Allegiance. 

ROLL CALL – one council member absent. 

APPROVE MINUTES – the minutes of the March 1, 2010 Committee Meeting were approved with a motion from Council Member Foss and seconded by Council Member Preston.  Motion carried. 

CLAIMS AND ACCOUNTS – Council Member Cole made a motion to pay the bills and place them on file in the City Treasurer’s Office.  Seconded by Council Member Lakata.  Motion carried. 

LIAISON’S REPORTS 

FIRE DEPT. – Council Member Lakata reported the department received training during the month of February.  They received 48 calls including 4 structure fires, several medical assists, 3 motor vehicle accidents and 4 carbon monoxide calls.  The Code’s Office issued 22 permits at an estimated construction cost of $33,390.00 and $800.00 in permit fees was collected.  Ward sweeps are ongoing.  Inspections and complaint responses totaled 540. 

POLICE DEPT. – Council Member Lakata reported the department received 664 calls resulting in 31 arrests, 203 parking and traffic tickets.  The department participated in Blue Friday, honoring fallen police officers.  There were 6, K9 responses in February.  The all night parking ban was lifted on March 12th.  The department received a thank you note from a resident of Johnstown thanking the police for handling a recent break-in and robbery.  There is a ban on burning from March 15 – May 15. 

LIBRARY – Council Member Foss said the library staff is getting ready for this Sunday’s Storybook Sundae.  There are 54 baskets for the raffle.  Sponsors are: The Tire Center, Thomas’ Hallmark, Johnstown Dodge, McDonald’s, NBT Bank, Ruby & Quiri and an anonymous donor.  The next book discussion will be held on March 19th at 10:30a.m. 

DPW – Council Member Foss reported the sand barrels have been removed.  Street repairs continue with cold patch until the asphalt plant opens for the season.  Banners are being hung this week for Women’s Equality.  Rail Trail signs are being installed.  Sanitary sewers and storm sewers are being maintained.  The street sweeper will be out weekly.  Repairs will be done to guard rails in the Industrial Park.   

SEWER BOARD – Council Member Preston reported that the Senior Center is getting ready for their annual Spring Bazaar to be held on April 10th.  The last day to sign up for the St. Patrick’s Day lunch at the mealsite is March 16th.  Irish Show will take place at the center on March 18th.  The program is free. 

PLANNING BOARD – Council Member Cole reported the Planning Board met on March 2nd.  Morris Evans would like to subdivide his Lee Dye property on N. Perry St.  Not enough information was available so the matter was tabled.  The Board was given copies of the proposed zoning amendments.  The Board will hold their next meeting on April 13th to discuss the zoning and to hear any applicants coming before the Board.         

WATER BOARD – Council Member Cole reported the Board met on March 8th and welcomed two new Board members; Anthony Caruso and John Pradelski.  A legal ad will be published for bids on the Maylander Reservoir Project.  The W. Main St. water main replacement will be done in 2011.   

ASSESSOR – Leamon Steele attended training in Albany on land values.  He will be out checking properties next week. 

MAYORAL APPOINTMENT – Examining Board of Plumbers – Bruce Heberer, Chad Kortz, Glenn Valachovic, David Hoover and Richard Palsgraf. 

PROCLAMATION – Insurance Week 

RESOLUTION No. 29, 2010 was presented by Council Member Cole to amend the agreement with the Water Board and CSEA contract.  Seconded by Council Member Foss.

Discussion:  Water Board President Nicholas Cannizzo explained that Water Plant Operator Mike Hlozansky is being given extra duties to help out City Engineer Chad Kortz.  Mike has the qualifications.

RESOLUTION No. 30, 2010 was presented by Council Member Foss to refer Proposed Amendments to the City of Johnstown’s Zoning Ordinance to Fulton County Planning Board.  Seconded by Council Member Cole.

RESOLUTION No. 31, 2010 was presented by Council Member Foss to have the Common Council serve as lead agency in the SEQRA for the proposed zoning amendments.  Seconded by Council Member Preston.

RESOLUTION No. 32, 2010 was presented by Council Member Cole to oppose the closing of Johnson Hall.  The second was Unanimous.

Discussion:  Council Member Foss asked that the resolution be forwarded to the governor and local officials.

RESOLUTION No. 33, 2010 was presented by Council Member Preston to approve a loan under the Home Repair Program.  Seconded by Council Member Cole.

RESOLUTION No. 34, 2010 was presented by Council Member Lakata to execute an agreement with the NYS Unified Court System for court security services.  Seconded by Council Member Foss.

RESOLUTION No. 35, 2010 was presented by Council Member Preston to execute the contract extension for the Brownfield Opportunity Program.  Seconded by Council Member Foss.

DISCUSSION

Mayor Slingerland urged all City residents to fill out their Census forms and mail them back.  This is very critical for State funding based on our population.
