A Committee Meeting of the Johnstown Common Council was held on July 7, 2008 at 7:00 p.m. in the Council Chambers, City Hall.

Mayor Slingerland called the meeting to order and led in reciting the Pledge of Allegiance. 

ROLL CALL – all Council Members present. 

PUBLIC SPEAKERS – approximately 15 young people addressed the Council asking for a bike/skateboard park to be located within the City.  They told the Council they have no place to ride.  They have been riding on the old Karg Bros. property, now owned by the City.  Mayor Slingerland told them that this is a restricted site and they should not be on that property.  This is a potentially contaminated site and could be dangerous.  She suggested that 2 or 3 of them come see her in her office to discuss what could be done for them. 

APPROVE MINUTES – the minutes of the June 16, 2008 Business Meeting were approved with a motion from Council Member Preston and seconded by Council Member Cole.  Motion carried. 

CITY OFFICIAL’S REPORTS 

CITY ENGINEER, CHARLES R. KORTZ – DPW is readying the streets for the paving contractor.  They are repairing manholes and getting ready for the sidewalk program which should begin at the end of the month.  The winter/spring demos have been completed and he should have a report before the next meeting.   A $63,000 revenue was realized from the salvage.  A resolution will be presented at the next meeting for the landfill monitoring contract.  This is a yearly contract and there are no additional changes for this year.  The new sweeper is in service and the old one was traded in.  The asbestos survey is done and will schedule for demolition this fall or winter.  A resolution will be needed for the asbestos contract. 

FIRE DEPARTMENT, MIKE HEBERER – Ward sweeps are ongoing and the City is in pretty good shape.  The ladder truck will go in for repairs next week.  The display case for the old fire truck should be completed by August.  No open burning is allowed in the City and gas grills are not allowed on porches, only decks. 

SENIOR CENTER, MICHELLE JONES – This Thursday at 8am, employees will receive fire safety training and at 10am they will practice evacuating the building.  On July 25th Lifeline will do medical screening.  The Senior Picnic will be held on July 31st at the Concordia Club.  Tickets are available at the center. 

POLICE DEPARTMENT, GREGORY HORNING – They received a grant from Senator Farley for $20,000.  They are researching the possibility of purchasing surveillance cameras. 

CITY TREASURER, MICHAEL GIFFORD – There will be a resolution presented at the next meeting for the $7,500 Anniversary Celebration Grant.  The Section 8 Housing Agreement has expired and we will present a resolution to renew at the next meeting.   

LIBRARY, BARBARA GERMAIN – The Summer Reading Program is off to a good start with 254 children signed up.  There will be an Elizabeth Cady Stanton book discussion on Friday at 10:30am. 

RESOLUTION No. 63, 2008 was presented by Council Member-at-Large Marcucci to award the street resurfacing contract to Empire Paving.  Seconded by Council Member Cole.

Discussion:  Mr. Gifford said there is $238,000 in the CHIPS Program for paving.  $285,000 is needed.  The difference will come out of additional fund balance from the closing of old capital funds.

RESOLUTION No. 64, 2008 was presented by Council Member Foss to contract with Doherty Window Company, Inc. for replacement windows in City Hall.  Seconded by Council Member Preston.

Discussion:  Mr. Gifford said the City has received grants in the amount of $30,000; $20,000 from Senator Farley and $10,000 from Assemblyman Butler.  There is $14,000 remaining in a fund balance to be used for capital projects.  The windows will be wood, the same as in the Council Chambers.

LOW INCOME SENIOR/VETERANS PROPERTY TAX EXCEPTION – information was distributed to the Council.  The County Supervisors have already passed a similar resolution.  The income levels have been raised.  We don’t know how many more seniors and veterans would apply. 

A motion was made at 7:32p.m., by Council Member Foss to enter into executive session for the discussion of sale of property.  Seconded by Council Member Cole.

A motion was made at 8:00p.m., by Council Member-at-Large Marcucci to come out of executive session.  Seconded by Council Member Preston. 

A motion to adjourn at 8:01p.m. was made by Council Member Foss and seconded by Council Member Cole.
