A Committee Meeting of the Johnstown Common Council was held on June 2, 2008 in the Council Chambers, City Hall.
PRESENT:
ABSENT: Mayor Slingerland called the meeting to order and led in reciting the Pledge of Allegiance. ROLL CALL – all council members present. APPROVE MINUTES – the minutes of the May 19, 2008 Business Meeting were approved with a motion from Council Member Cole and seconded by Council Member-at-Large Marcucci after a correction was noted on page 2 by Council Member Foss. St., 21 Irving St., & 11 Cayadutta St. Mr. Kortz said he only received three business applications for the sidewalk program and suggested to do all three. The council agreed. CITY OFFICIAL REPORTS CITY ENGINEER CHARLES R. KORTZ – City crew is patching streets and demolition clean up is coming to an end followed by seeding and adding mulch. More environmental assessments to do – Phase I- all pre-approved by EPA. The parks crew has been working hard. Flowers are out on Main St. and we are getting ready for the paving program. Mayor Slingerland thanked the organizers of the Memorial Day Parade and especially Ruth White. She also thanked the Johnstown Business Assoc. for soliciting money for the flowers on Main St. CITY ASSESSOR LEAMON STEELE – Grievance Day was held last Thursday and the Board of Assessment Review will be in to sign the form. Maxwell will be in to finish data collection. The database on the computer will be updated. FIRE CHIEF BRUCE HEBERER – Microtel expects to open by the end of June. Landscaping is being done now. After the City clean-up this weekend, Code’s Office will resume ward sweeps. The ladder truck is in need of an $18,000 repair. The same truck had been damaged at a recent fire, costing $8,500 in repairs. This was covered by insurance. The truck is 28 years old. Concrete has been poured in front of the fire house for displaying the old fire truck. POLICE CHIEF GREGORY HORNING – the departments K-9 Unit, Spike, is on duty. He will bring him to the next Business Meeting. CITY TREASURER MICHAEL GIFFORD – the cost for Montgomery County Data Processing to process the City’s payroll is going up. Mr. Gifford does not have any recommendations at this time. LIBRARIAN BARBARA GERMAIN – summer hours for the library began today. The summer schedule for school aged children is being sent out and will begin June 27th. COUNCIL MEMBER PRESTON, SENIOR CENTER – the center will host a dinner and desert theatre June 7th & 8th titled, The Good Ship Homicide. On June 12th there will be a session on Food Safety. On June 16th there will be a Lady’s Luncheon. RESOLUTION No. 50, 2008 was presented by Council Member Foss and seconded by Council Member Preston to authorize advertising for bids for resurfacing of certain city streets.

contract for the Environmental Restoration Program
with Malcolm Pirnie, Inc. DISCUSSION 1. Utilities for John St. – a request had been received from a property owner on John St. for utilities. There is a paper street from the corner of Akin and John St. going northwest. The parcel is 2 plus acres and developable for single family housing. The utilities don’t quite come up to the property. We would need to give them access under the paper street to reach the utilities. Mr. Kortz recommends we grant them this request. The utilities will be at the owner’s expense. Mr. Kortz recommends that the City, at some future date, retain the right to extend John St. and make it a City street. Council Member Foss said we would be creating a right-of-way for the property owner to cross to connect to the utilities. The Council had no objection to the right-of-way. Mr. Kortz will follow up with the property owner. 2. Fire Alarm Fees – Mr. Gifford said this was discussed at the last Council meeting. He recommends doing away with the fee. There is plenty of money in this account for maintenance. This was originally created to buy the console. The ordinance will need to be changed and City Attorney Johnson will prepare the documents. 3. Transit System Contract – working on the 2008 document. Mayor Slingerland has requested additional financial data from Al Schultz which will then be copied to the Council. There will be an increase in cost for Johnstown. In 2006 the cost per month was $2,755. In 2008 the cost is $3,174 per month for a two year contract. More people are riding the bus now especially with gas prices rising. Mr. Gifford added that the old contract ended on 3/31/07 and the new contract would start on 4/1/07. We will need a retroactive agreement. ANNOUNCEMENTS
