A Business Meeting of the Johnstown Common Council was held on April 16, 2012 at 7:00 p.m., in the Council Chambers, City Hall.

Mayor Slingerland called the meeting to order and led in reciting the Pledge of Allegiance. 

ROLL CALL – all council members present. 

APPROVE MINUTES – the minutes of the April 2, 2012 Committee Meeting were approved with a motion from Council Member Lakata and seconded by Council Member Martin.  Motion carried. 

CLAIMS AND ACCOUNTS – Council Member Cole made a motion to pay the bills and place on file in the City Treasurer’s Office.  Seconded by Council Member-at-Large Marcucci.  Motion carried. 

LIAISON’S REPORTS 

POLICE DEPT. – Council Member Lakata reported the department received 822 calls in March resulting in 54 arrests, 14 parking tickets, 93 traffic tickets, and 24 motor vehicle accident investigations.  The department is utilizing STOP DWI funds from the Traffic Safety Board for DWI patrols. 

FIRE DEPT. – Council Member Lakata reported the department received 59 calls resulting in 5 structure fires, 2 vehicle fires, 6 motor vehicle accidents, 1 involving an extraction, 5 hazardous calls, 3 medical assists, and 3 carbon monoxide calls.  The Code’s Office issued 25 permits with an estimated construction cost of $160, 187.00 and fees collected of $1,175.  Inspections and complaints totaled 525.  Residents are reminded to apply for permits before doing any work.  The statewide burn ban is in effect until May 15th

LIBRARY – Council Member Foss reported the annual landscaping day is set for April 28th.  Volunteers will meet at the library around 7a.m.  Students from Pleasant Ave. kindergarten through second grade will visit the library this week.   

DPW – Council Member Foss reported the bid was awarded for the N. Perry St. Bridge project to D.H. Smith. The construction kickoff meeting is scheduled for April 26th.  They were also awarded the Madison Ave. Pipe Bridge project.  The department is continuing with manhole and catch basin repairs and maintenance and also parks and the Rail Trail.  Today was the last day for curbside pick up of brush and lawn debris.  The brush drop off is now open on W. Main St.   Fifth and Sixth grade students at Glebe St. Elementary School will be cleaning up a section of the Rail Trail.   

SEWER BOARD – Council Member Martin attended a recent sewer board meeting and reported the proposed sewer rates will decrease for industrial and residential.  There will be a public hearing on the proposed sewer rates on April 25th at 7p.m. in the Council Chambers, Johnstown City Hall.  The new rates will be effective on May 1st

ASSESSOR – Council Member-at-Large Marcucci reported that Acting Assessor Dan Maxwell will be filing the 2012 Tentative Roll with the County on April 20th

RESOLUTIONS

RESOLUTION No. 30, 2012 was presented by Council Member Foss to advertise for bids for millings.  Seconded by Council Member Martin.

RESOLUTION No. 31, 2012 was presented by Council Member Cole to contract with C.T. Male for professional service relevant to water.  Seconded by Council Member Foss.

Discussion: This has been reviewed and also passed by the Water Board.

RESOLUTION No. 32, 2012 was presented by Council Member-at-Large Marcucci for standard work day reported to the retirement system.  Seconded by Council Member Cole.

RESOLUTION No. 33, 2012 was presented by Council Member Martin to authorize an agreement with Nathan Littauer Hospital for a health officer.  Seconded by Council Member Lakata.

DISCUSSION

Chief Gifford distributed maps to the council of the area around N. East Ave. and Briggs St.  Mayor Slingerland asked that the council members drive by the area. There have been complaints that cars are parked on both sides of the street by the Lexington home causing a traffic hazard.  Chief Gifford’s recommendation is that that section be made no parking on both sides of the street. There has been an increase in traffic in the area.  People seem to be avoiding the Arterial traffic. This will be discussed at the committee meeting in May. 

Tourism Committee – Council Member Martin reported the newly formed committee met for the first time on April 12th.  They are looking at what they need to do to bring tourist off the thruway and what plans can be made once they come to Johnstown. They will also be speaking with Eva Mraz who is the liaison for the downtown businesses. The next meeting is set for April 26th

Council Member Cole made a motion at 7:25p.m., to enter into executive session for discussion of ongoing litigation. Seconded by Council Member Martin.  Motion carried. 

Council Member Foss made a motion at 8p.m. to come out of executive session.  Motion was seconded by Council Member Martin. Motion carried. 

At 8:07p.m., Council Member Foss made a motion to adjourn.  Motion was seconded by Council Member Lakata. Motion carried.
