Planning Board Zoning Board Water Board Common Council

A meeting of the Johnstown Planning Board was held on March 4, 2008 at 4:00 p.m. in the Council Chambers, City Hall.

Also present was Council Member and Liaison Kay Cole, Peter Sciocchetti from Crossroads Incubator Corp. and Will Miles from Steven Smith’s Office. 

A motion to call the meeting to order was made by Mrs. Easterly and seconded by Mr. Kortz.  Motion carried. 

A motion to accept the minutes with a correction to page 2, 3rd paragraph to read, “There will be no access to Union Ave. except for emergency vehicles”, was made by Mrs. White and seconded by Mrs. Easterly.  Motion carried. 

CROSSROADS INCUBATOR CORP. – CONDOS ON GENESSEE ST. 

City Engineer Chad Kortz told the Board that we would not be able to proceed with referring this project to the Fulton County Planning Board until the SEQR is completed.  The SEQR would have to include both phases of this project, Phase I (condos) and Phase II (single-family housing).  He can begin the SEQR but will not be able to complete until the wetlands are re-flagged.  Mr. Sciocchetti said the wetlands would be marked when the weather permits.  He will notify the City Clerk when they are ready to come back before the Board.

Attorney Johnson is working on the rezoning of this property and how to proceed.   

Mr. Mills told the Board he is concerned about the wetlands impacting the entrance on Chestnut St. and asked if it would be possible to have an entrance from Union Ave.  Mr. Kortz said he would consider it but it would present more issues.  Board Members agreed the plan looks good.   

A motion to adjourn was made by Mrs. White and seconded by Ms. Knowlton.  Motion carried.
