Council Planning Zoning Water Board

A Business Meeting of the Johnstown Common Council was held on January 17, 2012 at 7:00 p.m., in the Council Chambers, City Hall.

Mayor Slingerland called the meeting to order and led in reciting the Pledge of Allegiance. 

ROLL CALL – all council members present. 

STATE OF THE CITY ADDRESS – Mayor Slingerland gave her state of the City address. 

APPROVE MINUTES – The minutes of the January 3, 2012 Organizational Meeting was approved with a motion from Council Member Lakata and second by Council Member Martin.  Motion carried. 

CLAIMS AND ACCOUNTS – Council Member Cole made a motion to pay the bills and place on file in the City Treasurer’s Office.  Motion seconded by Council Member-at-Large Marcucci.  Motion carried. 

LIAISON’S REPORTS 

POLICE DEPT. – Council Member Lakata gave the Year End Report for 2011.  In 2011 there were 9,322 calls for service, 521 adult arrests, 1,652 criminal cases were generated, 574 parking tickets, 907 traffic tickets, 46 juveniles were arrested, 357 traffic accidents were investigated, K9 Unit responded 51 times, 46 background investigations were conducted, and 51 F.O.I.L. requests were handled by the department.   

FIRE DEPT. – the department continued cold weather in-service training and the code office trained in inspection requirements for NYS Codes.  The fire department received 52 calls for service resulting in 5 structure fires, 2 mutual aids, 4 motor vehicle accidents, 5 hazardous condition calls, 3 medical assists, 10 malicious false alarms and 6 C O incidents.  The code office issued 28 permits with an estimated construction cost of $164,110 and $750 in fees.  They answered 485 inspections and complaints. 

DPW – Council Member Foss reported the city engineer continues to work with consultants on a number of projects.  The final design for the North Perry Street Bridge project is being reviewed.  Monitoring of the Kargs site and closed landfill continues.  Sand is available for the public to use and can be picked up from a pile next to the Johnstown Area Community Center.  Maintenance of city streets and snow removal continues.  In down time, maintenance will be done in the city buildings.  Snow banks on Main St. will be cleared tonight. 

LIBRARY – Council Member Foss reported the ebooks are available on the library’s website.  Tax forms are now available at the library.  The next book discussion will be on January 20th at 10:30a.m.   

SEWER BOARD – Council Member Martin reported the Board held their organizational meeting recently.  The wastewater treatment plant is the only plant in the U.S. to use digester gas for power.  The FAGE upgrade project will begin in the spring. 

WATER BOARD – Council Member Cole reported the Board is waiting for grant money.  They will be putting up a plaque at the Maylander site.  FAGE, Simco, Robinson & Smith and Euphrates are four of the biggest water users. 

ASSESSOR – Council Member-at-Large Marcucci reported all exemptions are due on or before March 1st

RESOLUTIONS 

RESOLUTION No. 8, 2012 was presented by Council Member-at-Large Marcucci to contract with the James A. Brennan Memorial Humane Society, Inc.  Seconded by Council Member Cole.

RESOLUTION No. 9, 2012 was presented by Council Member Martin to contract with the Johnstown Senior Citizens Service Center, Inc.  Seconded by Council Member Foss.

RESOLUTION No.10, 2012 was presented by Council Member Cole for reporting days worked for Chandra Cotter to the NYS and Local Employees’ Retirement System. Seconded by Council Member Foss.

RESOLUTION No. 11, 2012 was presented by Council Member Foss to enter into an agreement with St. Mary’s Hospital for the Employee Assistance Program.  Seconded by Council Member Martin.

Council Member Foss made a motion to adjourn at 7:21p.m.  Seconded by Council Member Lakata.  Motion carried.
