An Organizational Meeting of the Johnstown Common Council was held on January 3, 2012 at 6:00 p.m., in the Council Chambers, City Hall.
PRESENT:
ABSENT: Mayor Slingerland called the meeting to order and led in reciting the Pledge of Allegiance. ROLL CALL – all council members present. APPROVE MINUTES – Minutes of the December 15, 2011 Special Meeting were approved with a motion by Council Member Martin and seconded by Council Member Lakata. Motion carried. Minutes from the December 19, 2011 Committee Meeting were approved with a motion by Council Member Cole and seconded by Council Member Foss. Motion carried. SWEARING IN – Mayor Slingerland swore into office for a four year term, Ward 1 Council Member Cynthia Lakata and Ward 3 Council Member Helen Martin. MAYORAL APPOINTMENTS – Crossing Guards were appointed for the 2011-12 school year. RESOLUTIONS
RESOLUTION No. 1, 2012 was presented by Council Member-at-Large Marcucci to
adopt Rules and Regulations of the Common Council. Seconded by Council Member
Lakata. RESOLUTION No. 2, 2012 was presented by Council Member Cole to set the starting time of Council meetings for 7p.m. Seconded by Council Member-at-Large Marcucci.
Discussion: Council Member-at-Large Marcucci asked if the time could be changed
to 6p.m. instead of 7p.m. Most of the council members wanted to keep it at 7p.m.
RESOLUTION No. 3, 2012 was presented by Council Member Martin to designate the
Leader Herald as the official newspaper. Seconded by Council Member Cole.
RESOLUTION No. 4, 2012 was presented by Council Member Foss to designate the
official banks for the City of Johnstown. Seconded by Council Member Martin.
RESOLUTION No. 5, 2012 was presented by Council Member Martin to reappoint David
Thum and Richard Handy to the Sewer Board. Seconded by Council Member Cole.
RESOLUTION No. 6, 2012 was presented by Council Member Lakata to designate
polling places for elections in the City of Johnstown. Seconded by Council
Member Cole. RESOLUTION No. 7, 2012 was presented by Council Member-at-Large Marcucci to execute documents for the additional $750,000 grant funding to assist FAGE USA Dairy Industry, Inc. Seconded by Council Member Martin.
Discussion: This is the second grant processed through Johnstown. This first
amount was also $750,000. ANNOUNCEMENTS The Colonial Little Theatre will have a benefit show of John Denver songs on January 13, 2012 at 7:30p.m. Mayor Slingerland encouraged the public to attend and support the theatre. Council Member Foss made a motion at 6:15p.m., to enter into executive session to discuss actual litigation. Motion was seconded by Council Member Martin. Council Member Foss made a motion at 6:49p.m., to come out of executive session. Seconded by Council Member Cole. A motion to adjourn at 6:50p.m., was made by Council Member Foss and seconded by Council Member Lakata. Respectfully submitted,
