Planning Board Zoning Board Water Board Common Council

A meeting of the Johnstown Planning Board was held on January 8, 2008 at 4:00 p.m. in the Council Chambers, City Hall.

Also present was Liaison Kay Cole, Mayor Sarah J. Slingerland and Greg LaMere. 

A motion to call the meeting to order was made by Mrs. Easterly and seconded by Ms. Knowlton.  Motion carried. 

Minutes of the meeting of December 4, 2007 were approved, with the correction of a couple of typographical errors, with a motion from Mrs. Grant and seconded by Mrs. White.  Motion carried. 

PARTNER’S PUB – Greg LaMere, representing the owners of Partner’s Pub, was back before the Board with a new site plan, addressing the Board’s concerns for the parking and storm water drainage.  The plan now shows parking spaces for 18 vehicles and would allow the pavilion to have the maximum occupancy of 90.  The lot will have two means of access.  Mr. LaMere also addressed the noise issue and said that they would have the bands stop playing at 11p.m.  The water drainage issue was addressed with the City Engineer.  The rainwater will run into rain gutters and into a dry well concrete tank covered with gravel.  There will be a pathway to the pavilion and the area will be fenced in and gated.   

Parking is no longer an issue as long as the occupancy is down to 90 and Mr. Kortz has no problem with the drainage now that it will be kept on site.  All Board Members agreed on the 11pm curfew for the music.  Attorney Johnson stated that the pavilion could not be enclosed and has to remain open. 

Mr. Kortz made a motion to give Partner’s Pub a one-year conceptual approval to the project based on the new site plan for the storm water drainage, the 18 parking spaces, the 11pm noise curfew and that the pavilion will not be enclosed without further application to the Planning Board.  Chief Heberer said that the curfew could be added to the Certificate of Occupancy Permit when issued.  Motion was seconded by Mrs. White.  Motion carried. 

There was some discussion with Mr. LaMere about the surface of the parking lot and whether it would be paved, gravel or crushed stone.  It was decided not to make an issue of the parking surface. 

A motion to adjourn was made by Mrs. White and seconded by Mrs. Grant.
